Dominant Strategy - how far does it go?

So, in gaming there is a particular thing called "dominant strategy" which essentially means that if there's an easy-to-do and highly potent ability in a game, players will often do that, foregoing whatever else might be doable in the game for this one easy ability. It sort of goes hand-in-hand with players who want to do the bare minimum to get by, reducing much of what a game is to that singular strategy.

As an example, let's say that there's a Mega Man game where his fully charged buster shot will either instantly kill or damn-near kill everything in the game. Rather than slide and jump around shooting lemons, or using a robot master's weakness, you just go through the entire game charged bustering everything in the face for great victory.

Now I've been wondering about this lately, does a dominant strategy count as a dominant strategy if it can be used throughout the game? Eg, every enemy in the game is susceptible to the charged buster.

Does it only need to apply to certain instances to be a dominant strategy? Like, what if there's a few enemies that are immune to charged buster shots, forcing the player to actually do other things than what they normally would? Does it still count as a dominant strategy if it can only topple certain enemies?

What if the entire latter half of the game you're only fighting enemies with a charged buster immunity? Does it still count as a dominant strategy if it is no longer viable in that portion of the game?
