From concept art, he was basically trying to take vengeance for all the torture he had been through as a child with his brother and Kat helping him along.

From the looks of the in game concept art, it seems like The Order was going to be some kind of psych ward or place where people are expermeinted on. I would have liked to see that. Maybe that explains the image of Vergil with blood on his hands?

The 2010 trailer refers to the place he's in as a "young offenders rehabilitation program", and that he's been there for thirteen days. It seems like they're either trying to identify him and he's refusing to comply, or they're trying to brainwash him into thinking he's someone else. I assume Vergil, Kat, and the Order would have had to rescue him and started the game from there.

From the initial trailer, Limbo/Reality thing and the fact you don't see him have powers outside Limbo (I think), I think they were going for insane/sane thing like 'The Darkness II' and Constantine for the Angels vs Demons thing.

I wonder how far they deviated from the original plan?

I think they could have tried to do both where Dante escapes from the asylum with the help of Kat/Vergil and they try to take down Mundus while Dante has to figure out how to live like a person or just have some missions deal with Dante revisiting areas of his past.
