Do you think NT had Vergil be playable before 2011?

I was watching the Vergil gameplay DLC, and I happen to notice the way the graphics look on it.

It seems the graphics in the downfall teaser was that of the 2011 graphics of DmC.

So I'm wondering if NT and Capcom has always wanted Vergil gameplay added and actually wanted to reveal it at 2011.

I think they planned on releasing Vergil DLC a few weeks or so after the game came out, but they are making it pre-order DLC to get more people to buy the game
However, I don't think they planned on doing so until at least July or August, which is when I think they started making it

i think it is pre-planned. You can not have Vergil unplayable in the game. But the graphics seem so bad.
