Even if this gets passed it'll be utterly unenforceable on a large scale. YouTube will end up losing a massive amount of their partners as they go to other sites not under US jurisdiction to upload their content too, plus most devs are happy with people streaming games as it gives them free publicity so I'm simply not seeing the logic in this bill.
No one loses anything from streaming, devs and publishers stand to lose infinitely more than they'll gain if this bill passes. I dare say it'd be very unlikely for it to pass.

It will never happen anyway as the government already knows about all the torrent and streaming sites and they would have to track down every person that uses those and they won't have the manpower
