Yes, which is not, since he got another devil's power and made it somehow able to accept him, thus changing it in his way, but then again it was not his so.. He either hasn't DT or didn't show it.

What you need to bear in mind is that Arkham is a human through and through - meaning he is not capable of performing a devil trigger.

Arkham has not a Devil Trigger.
Jester is not Arkham's Devil Trigger.
The power of Sparda is not Arkham's Devil Trigger.
He is not in Devil Trigger form because he has these fire things in his face, its just the way he is.
And that big blob he became after absorbing the power of Sparda and changing it is not his Devil Trigger.
