How do I make a background with html codes in a notepad?

If I want to make an site with the help of a notepad, how do I change background that everything is on? I know how to insert an image, but I'm asking about background, like how this forum has grey background instead of the white and has different colored parts everywhere. I only know how to make it white. :\

Indeed.

I actually spent hours learning code so I can make the most magnificent of webpages for my assignment. It's really entertaining to make webpages with HTML. :D
