What a stupid decision this one is and many are saying that it could have been Activisions choice too or Valve to stop anyone being tempted to buy it on Windows store and because you can’t get Valve AntiCheat on the Windows Store.
Rumours Microsoft wanted it to be a play anywhere title so you got XB1 version if you purchased PC version & vice versa but Activision/Valve didnt want that as it would impact units sold.
