it should do but it all depends on how bad the scratches are:/ sorry i cant be of more help, but the vinegar thing has helped me out loads of times if you can get some at some point just two or three drops and wipe it round gently with tissue, then clean it with a cloth, hope that helps:$
the installing thing may work try that first, i wouldnt do the toothpaste thing :lol: i think that may do more damage! i dont think anything else will be that affective(i used to work in a game shop that had a disk cleaner and in principle it does the same thing)
i believe their is a problem with certain disks(gears of war2 is notable for it)and it to do with the mechanism that spins the disk round and im not sure about load time exactly(it does show improvements on some games) but it can also be better for your xbox cause it doesn't need to run at full power=less likly red rings! thats why i do it
